The 4th annual Blue Moon Art Festival Featuring art you only see "once in a Blue Moon" from local and regional artists displaying paintings, photography, sculpture - and a few surprises. The Blue Elephant Art Center is located at 4A West 5th street in Frederick, MD 21701 near the intersection of 5th street and North Market street.
